maybe the dialogue was misheard by whoever transcribed it: could the word offer be in there somewhere? "I got an offer for you but before I tell you what it is..."
what comes next?
This is just a guess, but could it be "tee off"? TEE OFF 4 : to make an angry denunciation : SCOLD -- often used with on <teed off on the selection committee in an ill-tempered article -- Time> I wouldn't know how to say it in French, though... :)

Il se sent insulté et il répond à l'homme qu'il sait des choses sur lui que l'autre préférerait qu'on ne sache pas. Même si ce n'est pas vrai, c'est juste une menace.
