Yes, Diane - I think you've got it! Now that I've stopped searching for an acronym, I see there is a glossary entry (but it isn't clear there either)

I am not sure but the term silo seems to be used to describe an entity that functions too independently for the common good (for the organisation), hence the need for the creation of a coop. Perhaps the public centres are acting like silos...

Silos (not an acronym)

I don't think this is an acronym when you read the following:
"Les silos découlent généralement d'une gestion décentralisée, alors que des gestionnaires ambitieux tentent d'atteindre les objectifs qu'on leur a fixés et entraînent dans cette quête les personnes qui se rapportent à eux. Les intérêts de leur service l'emportent sur la réussite de l'organisation. Les silos naissent à partir du moment où un secteur commence à accorder plus d'importance à ses objectifs qu'à ceux de l'ensemble, et lorsque l'individualisme prime sur l'esprit d'équipe."

agree 234561 : AGREE completely. NoOr are "Silos" limited to any domain. The concept is widely used in business and governement in English to refer to hermetic organizational structures that go from bottom to top (like farm silos).

Just an idea ...
I found something similar to Diane. It seems to be a 'buzzword' of the moment so maybe BU or Business Units or separate units would also work
