why is this in quotes? does this phrase have some meaning in addition to weather chart?

Suivi multicritères des projets, incluant des outils graphiques interactifs tels que le "bulletin meteo avec indicateur des tendances" qui permet d'identifier immédiatement les changements pour pourvoir identifier immédiatement sur les causes

I think you should translate it! Your question was why it was in quotes and if there was some other meaning. But it is up to you to choose if you want to keep the imagery in English or use a more conventional translation such as Kevin offered.

Thanks for your enthusiastic response! but no reference to weather is made elsewhere. (which is why I thought it odd). This is just one function offered: "outil graphique interactif" which I am translating as "interactive charting tool".

business barometer

Along with everyone else, I take this to be a metaphorical "weather bulletin".

A fairly common English equivalent metaphor is business barometer (89,000 googles) - possibly just 'cos the alliteration makes it sound nice.

A word of caution - make sure that your translation does not say what is not there. The Fr is "bulletin" not "prevision". It may NOT be reporting trend *forecasts*, but merely reporting on what has already happened. I would modestly suggest that barometer fits this best, since it tells you the current situation at any given moment.

And I'd suggest "interactive graphic" tout court for the "outil..." - "charting tool" suggests a device to enable users to make their own charts, and this sounds to me more like a simple graphic display (probably not in the slightest interactive, unless perhaps users can set some params to alter what is displayed e.g. sales in a region versus country).

Perhaps it is in quotes because it does not have anything to do with a weather report! It's actually a pretty good image to use to describe their interactive PM graphics that I suppose visually illustrate the tendencies, storms brewing on the horizon, or if all is on schedule and the "weather" fair.
Does the rest of your document supporte this suggestion?

This is what we call the weather report on the news in the UK; it's a report on the current weather, with predictions/forecasts for weather in the upcoming days.

project dashboard

I think this is just a way of showing the general project report status "at-a-glance" (maybe this could be an alternative translation as well!!). "project dashboard" gets quite a few google hits

Obviously, this is just a comparison.They wish to have a follow-up of their projects, know what the trend will be, which apparently the software can do. Now, as we are talking of charts and management software, there may be a specific name in English.
