political goodwill

English Bus/Financial Business/Commerce (general)
For publicly traded firms, the stock price represents how investors value both current and future earnings.
For public agencies, privately held firms, and nonprofits, external value is harder to specify but still measurable via bond ratings, donations levels, and ***political goodwill***.

if the public's general impression is a positive one

this is unclear - sounds like notes to oneself

investors are the general public

so I would say it means if the public's general impression is a positive one (it has not been blacklisted because it is corrupt, a known polluter, if the CEO is not in prison, etcetera)

internal statements/sayings/policy to the effect of willingness to share information

It's hard to value these organizations (public agencies, private firms, etc.) if there is no willingness in their part to share information.

So, "political goodwill" here refers to, IMO, implicit/explicit policies of the organizations in regards with sharing information. If they do not imply goodwill (reflected in vision/mission statement, declared policies, or leader statement/saying) to share info, we can only make wild guess how their values are.
