Well, it's pretty obscure, but I agree with you that adlnj is probably right. Al thinks that all the residents are turtles or crabs or other crustaceans, and they crawled out of the sea quite recently!

Perhaps Al is just mocking the sparse population of Wanker County again, saying that the only people its residents know are turtles, or clams, or some other shelled animal (e.g. if it is a swampy county he is talking about turtles). Because there are relatively few humans. The joke doesn't make a whole lot of sense, and that's the only possible explanation I can come up with.

agree David Knowles : I think this is the closest, but it's meant in a psychological sense, so "sensitive". But I've never seen the show!
